On Publishing XGC/FOP Documentation

Please note that I have published the XGC/FOP site docs from the respective
{1.5,1.1}RC1 tags of these repos. Until this is merged into trunk, please
avoid publishing directly from trunk, lest the new RC1 docs be overwritten.
