When I run the following stylesheet

<xsl:stylesheet xmlns:xsl="http://www.w3.org/1999/XSL/Transform" version="1.0">

<xsl:template match="/">
	<html>
	<body>
	<xsl:choose>
		<xsl:when test="'01' = 1">'01' = 1<br /></xsl:when>
	</xsl:choose>
	<xsl:choose>
		<xsl:when test="1 = '01'">1 = '01'<br /></xsl:when>
	</xsl:choose>
	</body></html>
</xsl:template>

</xsl:stylesheet>

Results in 
1 = '01'

According to http://www.w3.org/TR/xpath#booleans the result should be
'01' = 1
1 = '01'
