If I set declare to true in the constructor of a ValueInfo object that supports
a tag, the code generation correctly declares and instantiates desired variable
in generated code.  If I set declare to false, the code generated is incorrect;
a correctly named reference appears in the generated code but no declaration is
ever made and so the compiler fails to compile the generated code.
