steps to reproduce
-------------------------
try to upload a volume with wrong url (ex:http://10.147.28.7/templates/4.2/systemvmtemplate-4.2-vh7.wrong.ova)

expected
------------
upload volume should fail with error message
actual
--------
volume got uploaded without any error ;volume state=Allocated ,status=empty
