   Adds support for a user to define, register and use Java UDFs. The following APIs are included in this PR:
   
   - `def udf(f: UDF4[_, _, _, _, _], returnType: DataType): UserDefinedFunction` for [0-10] arguments.
   - `def register(name: String, f: UDF4[_, _, _, _, _], returnType: DataType): Unit` for [0-22] arguments.

   Yes. A user can now define, register and use Java UDFs. Refer to the following examples (demonstrated in scala for simplicity)
   
   ```scala
   import org.apache.spark.sql.api.java._
   import org.apache.spark.sql.types.LongType
   
   spark.udf.register("javaUdf", new UDF1[Long, Long] {
     override def call(num: Long): Long = num * num * num + 250L
   }, LongType).asNondeterministic()
   spark.sql("select javaUdf(id) from range(5)").as[Long].collect()

   Array(250L, 251L, 258L, 277L, 314L)
   ```
