I cannot import my dashboard. I'm logged in as admin, it's a brand new deployed superset environment.

I used the hyperlink http://localhost:8088/superset/import_dashboards and it worked without changing the superset version

that should work, but after checking out the latest master and rerunning `docker-compose` did the "Import Dashboards" menu showed up?

@dpgaspar I can verify 39cce712afdc00af73daa2243cbae08a14b7dc0e does indeed show the menu item.
We have also tested the import functionality with @grimbeorn74 using 39cce712afdc00af73daa2243cbae08a14b7dc0e and that works also.
