PATCH: Make Tapestry work with the latest version of the FileUpload package

In attachment you will find a new version of the files
"UploadPart.java" and "DefaultMultipartDecoder.java" that allow
Tapestry to use the new version of the Jakarta-FileUpLoad package,
they are calling it a RC so the API shouldn't change soon

I can't figure how to run the Junit test suite, but I tested the code
in the workbench and it works ok. If the Junit test suite fails let me
know and I will try to correct any mistake.
