Let me confirm, my understanding is:

* asflicense should fail for Kafka, because its {{gradle rat}} generates only rat-report.html and rat-report.xml for now.
* But because asflicense judges from only ant/mvn/gradle's status, it succeeds even though rat-report.txt does not exist.
* So we should fix the plugin to check at least one of the assumed output exists.
