Report on build jars failure of JAM

I found that "ant jars" results in

BUILD FAILED
D:\apache\xml\xmlbeans-v2\jam\build.xml:96: D:\apache\xml\xmlbeans-
v2\build\jam\website\javadocs not found.

in case that you don't run ant javadocs before.

I think it would be good to recommend "ant javadocs" -> "ant jars"
somewhere in JAM's documentation.
