    Description: 
Steps:
1. Update cordova.js snapshot to newly tagged version
2. Add a new version macro to CDVAvailability.h (do this on master & cherry-pick).
3. Update snapshot of cordova-app-hello-world within create template (if it has changed since previous release)
4. Run Apache RAT
5. Look through all open JIRA bugs targeted at the current version and either fix or postpone them.
6. Test (refer to http://wiki.apache.org/cordova/CuttingReleases#What_to_Test)
7. Tag!
