ap_check_cmd_context()

Is there some reason why ap_check_cmd_context() is CORE_PRIVATE?

I just moved it out of the CORE_PRIVATE section in the mpm code yesterday.

Actually I'm not sure why there aren't just cmd_flags which replace the
functionality of ap_check_cmd_context...
