Upgrading identity.xml
Hi,
It seems we are getting the identity.xml from carbon.core feature.
However there are additional files in below places.
./products/stratos/conf/identity.xml
./features/manager/common/org.apache.stratos.common.server.feature/src/main/resources/conf/identity.xml
The file comes with carbon.core is not compatible with oAuth 4.2.3(which we
are using) version. So shall we maintain the configuration for Stratos
product as IS does?

+1 Will keep one file and remove the duplicated.
