Can any body give me a tip on where to look within catalina to patch the
bug I submitted?  It's not critical, but it's also not trivial, since
I'm not the only one who wants to use ServletContextListener to start up
an application.  If anyone is willing to give me a tip as to where to
look, I want to fix it this weekend and submit a patch so that it can be
included in 4.1.x release.

I've verified it exists in 4.0.3, 4.0.4 and 4.1.8. A paraphrase of the
bug is when the root directory is set to something other than "ROOT", it
creates two instance of the ServletContextListener listed in web.xml and
fires the event twice.
