So the problem was in wagon-http-shared HtmlFileListParser when used with non-normalized base URI with Jetty, which returns full host-specific paths. In that case cleanLink() won't relativize links correctly and isAcceptableLink() will then reject it. HttpWagon getFileList() seems to always append "/" to the end of destination URL even when called with empty arg and the connected base URL would already end to "/".
