[VOTE] Release Commons IO 1.1

Its time to decide on commons-io 1.1. All the open calls are 
enhancements, or essentially unreproducible.

One small comment.  The manifest says the release jar was build using
Sun's jdk 1.3.1_12-b03.  I don't know if it makes any difference, but
there are later Sun jdk 1.3 versions available (1.3.1_16 appears to be
the last one).  You may want to upgrade before rolling the final.

Looks good here. Thanks a lot, Stephen!

Two tests fail on my machine but that's because I use Windows and have
some Win32-compiled unix tools in my PATH which cause "chmod" to be run
but that doesn't have any effect. This can be safely ignored.
