    Resolution: Won't Fix

Moving AddressingBasedDispatcher completely in to the addressing module is not a good idea. I agree this can be true for the client side, but dispatching won't work in the server side without the addressing dispatcher. We want that to happen even without engaging addressing. 
So marking this as won't fix.
