This is intentional.   The java2ws stuff is NOT shipped as part of the 2.0.x codebase.    It's just there to make it easier to merge some things over to the older java2wsdl stuff.

Merging it over to 2.0.4 is not doable as it would completely break build scripts, ant setups etc...   It's not a "compatible" change at all.
