The Velocity source snapshots at:
http://cvs.apache.org/snapshots/velocity/
have been broken for several months. Perhaps this is because we switched from cvs to subversion (and then finally shut off cvs access).
Is there anything I can do to help get this back up? Thanks!

Resolution: Fixed
Hopefully these will be working again.
It's gotten a bit messy in there (rewriting the script is on my todo), so I've put velocity back to the cvs style:
jakarta-velocity
jakarta-velocity-tools
jakarta-velocity-dvsl
which might be what it was when it last worked.
I'll delve more into it when the SVN migrations are finished and all CVS repositories are dead.
