[ANNOUNCE] Release extra-enforcer-rules version 1.0-beta-4

The Extra Enforcer Rules team is pleased to announce the
extra-enforcer-rules-1.0-beta-4 release!

Extra Enforcer Rules. These are extra rules for Apache Maven's Enforcer Plugin.

Changes in this version include:

New features:
o New rule requireProjectUrl
o Adapt to mojohaus organisation.

Fixed Bugs:
o EnforceBytecodeVersion crashes on maven-enforcer-plugin 1.4.1 with a
NullPointerException
