Google: make the credentials' project id an Option
The project id was a plain String on every credentials provider, so a provider
with nothing to offer had to invent a value; the `none` provider shipped the
literal "<no-project-id>" for exactly that reason.
Make Credentials.projectId an Option[String]. It is private[google], so this is
an internal change, and it lets GoogleSettings fall through to `project-id` and
`default-project-id` on a genuine absence rather than on a sentinel comparison.
The `none` provider's default project id becomes empty accordingly.
ProvidedCredentials keeps its String constructor and getProjectId, and gains
factories that take no project id at all, now that one can be supplied by
configuration instead.
