Balancer provides a substantial RPC load on NameNode. It would be good to divert Balancer RPCs {{getBlocks()}}, etc. to ObserverNode. The main problem is that Balancer uses {{NamenodeProtocol}}, while ORPP currently supports only {{ClientProtocol}}.
