[math] Release 1.1 RC4 available for review

All problems reported with RC3 (and since) have now been addressed and
a new (hopefully final :-) release candidate is available here:

The release candidate jar (commons-math-1.1-RC4.jar) has also been
deployed to the apache internal maven repository at
cvs.apache.org/repository

Thanks in advance for downloading and testing this RC. I will kick off
a release vote in a couple of days, assuming no show-stoppers surface
before then.
