Migrating ssvm, cpvm and VRs to a diffferent cluster

Hello guys, 

I am not sure why this is happening, but all my system vms are starting on one cluster which I am planning to decommission. This cluster has a single host server. Whenever the virtual routers, ssvm or cpvm is created it is always started on this cluster, even if I disable the cluster prior to ACS creating the vms. Yes, that's right. I disable the cluster from the GUI, after that go to Virtual Routers and delete one of the virtual routers. After stopping/ starting the vm on the network with the deleted VR, a new VR is created and started on the disabled cluster. Is anyone else experiencing similar issues? 

I am using ACS 4.2.0 / KVM with the latest systemvm templates manually downloaded. I can't see any way from the GUI to migrate the system vms to a different cluster. Is there a way for me to do that? I do not want to decommission the cluster without migrating all of my system vms to a different one.
