I found it - stupid, I'd not put init-classloader = true in the web.inf.

I've added a few more checks into the C2 servlet, these should warn if a
config setting hasn't been set.  Also, it might be worth making all the
tests conform to the same method of testing, there's three or four different
ways in there which all basically do; if not set default to... operations.
