There is a property on SOAPMessage to tell Axis that we want the xml declaration.
That's SOAPMessage.WRITE_XML_DECLARATION.
This property must be set on o.a.axis.Message
Maybe you can try with something like :
resMesg.setProperty(SOAPMessage.WRITE_XML_DECLARATION, true);
