This came out of the disussion of SQOOP-648.  Per Jarcec
"Sqoop is currently using common schema for exception all over the place and the named constants are quite important. I would suggest to leave the exception handling "as it is" for now and file additional JIRA for translating them."

Just adding this JIRA to keep track of this so that we address it
