Since ant's <cvs> task is merely a thin veneer on the cvs executable it is hard
to see how this is a problem in Ant, especially since terminating the cvs.exe
process causes Ant to resume. Ant is clearly waiting for the command to complete.

Can you look at the command line Ant is generating (use the -debug flag) and
then try this manually a few times. There are obviously many components which
may be affecting this - the server, the network setup, the ssh client, cvs.exe
and Ant.
