In the gang scheduling case we currently assume that the user does the correct thing and a real allocation is the same size as the gang definition provided.
We should not rely on that and do a check or overwrite of the resource.
* Not sure where this fits: shim or core
* smaller requests can be upsized
* larger requests should be rejected?
