[I] [C++] Allow CSV reader to pad rows with missing trailing fields [arrow]

   ### Describe the enhancement requested
   
   Currently, the C++ CSV reader rejects rows with fewer fields than expected.
   
   I think we can implement this as follows: For automatically generated column names, infer the column width based on the maximum number of fields in the complete record of the first input block. For rows containing headers, define the column width using the headers.
