[SUGGESTION]: "Large groups cause authentication errors" on FreeBSD (fwd)

Acked with a recommendation to look at dbm based auth. The suggestion
might still be worth considering in 2.0

Symptoms:
--
- when a group's line in an .htgroup file is larger
  than approx. 8200 chars (the limit may be 8192),
  any IDs following that limit are ignored and
  cause "Authorization Failed" errors.
- would this be a compile-time constant that can
  be changed or is there a deeper reason for this
  apparent limit
