Does Stratos consider time taken to boot up an instance during scaling up.

Just curious. Does stratos ( - Auto scaler) takes the time it takes to boot
up a instance ( - from a cartridge) for auto-scaling decisions?

And if the member started but not activated within a given time period, it
will be considered as a faulty member. Then it will be terminated and spawn
another instance in the same partition.

Yes, it is. When auto-scaler decides to start an instance, auto-scaler
would add that instance as a pending member then it would wait for a
pre-configured time and let the member get activated.
