For clarification, this is simply supporting resource request based node labels for Fair-Scheduler correct?

Essentially giving all queues access to all node labels and allowing the Application/ResourceRequest labels to dictate individual node scheduling.

Am I understanding correctly that this would not affect queue management or fair share calculations at all and would leave it to the user to setup queues/labels properly?
