I don't think it's fair to expect the Tomcat to be anything but a reference 
documentation, esp since it's written solely by the developers (that means 
Craig here, since I've been carefully avoiding doing my part).

As long as content is not wrong or too obviously incomplete, I don't think we 
should accept general comments on quality of the documentation as bugs (except, 
of course, if there are patches attached to the bug ;-)).
