For clarity, the only binding +1 are Stefan, Colm, Kai, Shawn and me, which is enough to validate the release :-)

(only PMC's members are binding votes, which does not make the other vote less important !)

This is for all the ASF projects : " the basic rule is that only PMC members have binding votes" (http://www.apache.org/foundation/voting.html)

Not so much. Usually, PMC members are voting for new committers, new PMC member, and the chairman. They are also the only ones who can veto a commit.

Now, take it with a bit of distance : non binding votes are *really* critical. That one or more non-binding committers - or even users - decide to cast a -1 is generally a very strong indication that something is going west. You should not discard them as if they count for nothing.

The reason we count PMC members vote as binding is that they represent the project, and if less than 3 PMC members vote means the project is in trouble. That also means we should not be too picky about who should become a PMC member : a constant dedication to the project is clearly a good sign that the committer should be promoted to the committer status.
In many ways, it makes sense : they feel for the project, they dedicate some time and energy on it, somehow they *are* the project...
