Error opening tag library

Hi,

We have a web application that is working fine with Orion 1.5.2 and struts
1.0.2, however, when I attempt to use IBM WebSphere 4.0.1, I get the
following error :

Serlvet Error: JSPG01303E: Unable to open taglibrary
/WEB-INF/struts-bean.tld : org.apache.struts.taglib.bean.CookieTei:
org.apache.jasper.JasperException:
JSPG01303E: Unable to open taglibrary /WEB-INF/struts-bean.tld :
org.apache.struts.taglib.bean.CookieTei

This error occurs when I attempt to load the initial jsp, The deployment
application is fine. Any ideas where I should start looking ?

I have tested the struts-example for 1.0.2 and that deploys and works fine.
