[REPORT] Apache Tiles December 2018

## Description:
 Apache Tiles is a free open-sourced templating framework for Java
applications. Based upon the Composite pattern it is built to simplify
the development of user interfaces.

## Issues:
 After discussion on both user and dev ML, a successful vote agreed to move
the project to the Apache Attic. The resolution has been added to the board
report as Special Order (E).

I've created https://issues.apache.org/jira/browse/ATTIC-173
 and will go through the actions required in the new year.


Tiles has been one of the cleanest codebases and designs I've come across, and has been of immense value to many people and companies over the years. A huge thank you to all those who built and contributed to it over all the years.
