This is the issue as https://issues.apache.org/jira/browse/AXIS-2519
The priority on this bug is not correct - it should be SHOWSTOPPER or ULTRA CRITICAL !!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Why has this bug remained for 3 major versions (1.2, 1.3, 1.4) ?????????????????
Some body change the priority.
This should be fixed ASAP in either 1.4.1 or 1.5
