I dont think we would get much benefit from adopting the module system and it would be a HUGE effort. I am fine with having a policy that is clear and I think we need to ensure it works on LTS versions. I also think it should work on non-LTS version though. E.g. 9 and 10 (which it does)

Adopting the module system looks more like busy work to me to be honest with little prospect for benefits making it worth the effort.
