For me a ZIP file is not created at all when one source does not exist, so IMO
it works like expected. I tested it with Cocoon 2.0 head from CVS. Either it was
fixed between 2.0.4 and now or you must have something special in your
environment/configuration. Are you ok with closing the bug?
