Currently, these tests are relying on checked-in files and do not actually test anything within the `Evaluator` -- instead these are more like Tang file tests than Evaluator tests. We should remove these tests along with their associated files, `evaluator.conf` and `evaluatorWithService.conf`, and add real tests using real `Evaluator` classes instead.
