Custom Tag error

I got this error when running a jsp with custom tag.  Does anyone know where
is the problem?

org.apache.jasper.JasperException: Unable to open taglibrary /mut : Parse
Error in the tag library descriptor: Element "web-app" does not allow
"servlet" here.

Yes, it means that the order of the elements in the web.xml is incorrect.
Check the DTD, or the Servlet 2.2 spec, to see in which order they have to 
be specified.
