I FIXED IT! Deleting and reassigning the shortcut didn't fix it, so I thought
the issue still remained in 4.1.1. However, deleting the shortcut, closing the
shortcuts dialog, then reopening the dialog and reassigning the shortcut made
it work properly. I'm marking it as obsolete even though that is not certain.
