New version of #template velocimacro (absolute/relative path handling)

After trying to convert an existing application, I've found out that the
#template macro does not properly handle paths. Here is the new version
with the proper absolute and relative path handling.

BTW, is there a CVS module/directory for the macros? If so, I don't have
to bother you all to commit for me.
