All,

My apologies.  I'm not sure what the problem was here, but the build that 
failed was being run inside Eclipse.  A command-line build (in the 
workspace - same files) succeeded; and thereafter, builds run inside 
Eclipse succeed.

Sorry for the mis-diagnosis ... but is this a known problem?

plugins.xml is a single file for all versions of Forrest therefore it 
defines 0.8 plugins as well. There is code inside Forrest that will 
automatically resolve the latest version of the plugin compatible with 
the running version of Forrest.
