When mail comes to the dev list from someone who is not subscribed, it 
goes to moderators (right now me and Susan Cline) to evaluate if it 
should go to the list.  We respond to the moderation mail to either let 
it through or send to a rejection address to reject.

Good news is I got no moderation request for asfgit's email on the 
deletion of the cla, so I think it's mails are going through fine now.
