Bug in RATE

I believe I've found a bug in the RATE implementation. If I call evaluate
with these parameters:

(327, 1156.9, -271000, 0, 0)

I get "0.00216265554813563", which matches Excel.

But if I call with:

(328, 1156.9, -271000, 0, 0)

I get "2.21559209725119E-15".

Which doesn't match (and is suddenly tiny).

1. Check out the code from Subversion

2. Set up your environment (Eclipse works well, as much as people like to
hate on it)

3. Test your changes and submit a patch
https://poi.apache.org/guidelines.html#Submitting+Patches

Someone has already taken a stab at this on Stack Overflow [1], though this
code is not ASL 2.0 licensed, so we cannot use it unless the author
licenses their snippet as ASL 2.0. Feel free to either contact the author
or use their code for 100 km-altitude inspiration.

I'd be willing to. I don't really have an idea how to start. (I'm coding in
Clojure.) Is there an orientation document for contributing to POI?

This looks similar to https://bz.apache.org/bugzilla/show_bug.cgi?id=54349

The only thing missing for this bug is some unit tests. Would you be
willing to write up some unit tests and upload to this bug?
