   ### Motivation
   
   As it stands, the help output for the Pulsar CLI tools can be quite verbose (especially for `pulsar-admin`) because the tools output the entire usage by default. It would be better if help output could be more fine grained and on a more per-command basis.
   
   ### Modifications
   
   This PR modifies only the `pulsar-admin` tool but could be used as a template for the other tools.
   
   ### Result
   
   Running `pulsar-admin` by itself will return only a list of available commands and their descriptions.
