regarding HEAD ...

Are we allowed to commit to HEAD without voting right now?  I'm in code
cleanup mode, and I really want to get a bunch of changes in.  I'll end up
posting them here for votes... but I'm kinda hoping we're not in full
voting mode right now.  i.e. until we do 1.3b1 we should be in the "commit
it, and then back it out or fix it if someone bitches" phase.
