Apache Tephra (incubating) is a transaction manager for HBase, integrated into Apache Phoenix in their 4.7.0 release. While we would package Tephra dependencies within the Phoenix package I think Tephra deserves its own independent packaging. It is capable of being a general transaction oracle for any such use case and it launches a daemon which is independent of Phoenix or HBase and should be managed separately. BIGTOP-2418 requested an init script for this. I will make that a subtask here.
