UserDatabase is not bound in this context

Summary: UserDatabase is not bound in this context
           Product: Tomcat 4
           Version: 4.1.18
          Platform: Other
        OS/Version: Other
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Unknown
        AssignedTo: tomcat-dev@jakarta.apache.org
        ReportedBy: kevinj@develop.com

I can use a global UserDatabase with no problems. However if I add a
UserDatabase to a Context then I get the
UserDatabase is not bound in this context
error.

I've seen this posted previously on tomcat-users but have not seen any
resolution. A search here didn't show up any bug reports
